Dr Santhosh Babu opens his speech by sketching a pic of the existing bureaucracy in government offices.Finally we have a complicated system and frustrated employee. But know the focus is changing to empowering the citizen through Information technology. the aim is of governance through use of Information technology is to make government offices smart and and provide quick/efficient services to the citizen.

How this can be achieved. Dr Santhosh babu shows the pictorial representations of different stakeholders in the government and how they are linked to the central Information technology processing. The office is divided into 3 main parts: back office, information technology office, front office.

Though we are marching ahead as a nation in this century all of us are traveling in two highways. One is the fast highways and the other is slow. Incredible india is not visible to each and every indian.Especially our villages are still lagging behind.

People who lead have to think innovatively to bring in all round changes. The basic neccessities such as sanitation,health,education,livelihood opportunities are missing.Focus should be to meet this goals. rural BPO are being promoted by government to employ people in villages. Also Dr Santhosh Babu ensured that lot of people who had dropped out of schools come back to schools. Some of the students are today working in Fortune 500 companies. thanks to Rural BPO and people like Dr Santhosh Babu

National Governance e Plan(NeGP) is being setup to use Information technology for the benefit of the citizens. NeGP Vision statement is “ Tamil Nadu shall harness e-Governance as an enabler for ushering in a new era of digital governance where services will be delivered to the citizens through convenient and easily accessible deliver channels/ web enabled media ensuring efficiency, transparency and reliability at affordable costs, make all citizens an integral part of the ever growing knowledge society and accomplish quality living.”

Technology should be used to the best possible way. In villages villages have to travel long distance to reach the government office. In this process they spend time/money to get benefit. Sometimes they have to bribe also. But now the government is trying to provide connected computer in each villages so that villages can be empowered and work can happen faster and in a smoother way

mantra of e-governance is “minimize citizen-government office interaction maximize citizen-government interaction i.e citizens should not see govt but they should be able to feel govt”

Today in Tamil Nadu 1200 police stations are centrally connected. State of art data center has been set up to support the larger and slower democracy. e-governance changes are happening and Tamil Nadu will be one of the major e-governance policy followers in india shortly.

some of the departments in e-transition are revenue,agriculture,registration,health and family welfare,labour and employment, commercial taxes, PWD, MAWS etc

Before ending the speech Dr Santhosh Babu showed the websites department of employment and training, government of tamil nadu, online petition filing and ELCOT.
